Configuring Judge Allocation [setting number of reads per application]

This is an easy way to set criteria for a judging round - for example, the most common use is setting each application to have a minimum amount of independent reads. Please note items in the allocator can be adjusted throughout the judging round, but the allocator needs to be first created before the round starts.
